Petition for Data Center at Niagara Digital Campus Planned Unit Development & Zoning Code Text Amendment Request

On May 14, 2025, Niagara Falls Redevelopment, LLC, Eleventh Street Properties, LLC, and NFR Gateway LLC submitted a Petition to the City of Niagara Falls, seeking to rezone certain lands pursuant to Section 1318 of the City’s Zoning Code to the “Data Center at Niagara Digital Campus PUD.”

These lands include property generally bounded by John B. Daly Boulevard, Falls St., 15th Street, and Buffalo Avenue. The rezoning would allow three uses on these lands: Data Center, High Energy, and Utility (as defined in the Zoning Code), which would enable the development of the $1.5 billion Data Center by NFR.

Also on May 14, 2025, Eleventh Street Properties, LLC submitted a request to change certain text to Section 1319 of the City’s Zoning Code. These text changes would result in City-wide changes to the Zoning Code, to provide the City greater flexibility regarding the locations of the high energy use industry.
